Immigration Refugee and Citizenship Canada (IRCC) - Biometric Services
January 02, 2020. Please be advised that beginning on December 3, 2019. Immigration Refugee and Citizenship Canada (IRCC) has introducing a new service line which will direct some permanent and temporary resident applicants to Service Canada locations in order to submit fingerprints in support of their immigration applications. Please be advised that this new service line does not take the place of civil criminal record check transactions currently performed by Canadian police agencies and private fingerprinting agency for immigration purposes.
Immigration Refugee and Citizenship Canada (IRCC) provides their immigration applicants with a Biometric Instruction Letter which will contain directions to where the individual must appear to provide their fingerprints. Should you have questions for a Biometirc requirement, you may contact the Immigration Refugee and Citizenship Canada (IRCC) Client Support Centre at 1-888-242-2100.
Clarification of Processes for Dealing with Poor Quality Fingerprints
January 01, 2020. The purpose when an individual submits fingerprints to Canadian Criminal Real Time Identification Services (CCRTIS) for a fingerprint-base certified Criminal Record Check (CRC), and the Real Time Identification (RTID) system deems the prints to be of poor quality.
When an individual submits their fingerprints for a criminal record check, the Real Time Identification (RTID) system analyzes the prints to determine if they are of sufficient quality to search against the National Fingerprint Repository holdings. If the fingerprints do not meet this threshold, the system flags them a "poor quality" and it provides a name-based criminal record check product.
Two exceptions to this workflow are for Vulnerable Sector and Adoption checks. Poor quality fingerprints submitted for these application types will generate an error response transaction message (ERRT) and require the submission of ink-and-roll fingerprints.
Please note that an electronic fingerprint submission that the system could not process will result in a different name based product than a paper fingerprint submission that a fingerprints technician was unable to process. Please note that both products are legitimate.
Youth Criminal Records Check for Civil Purposes
June 23, 2019. In order to ensure compliance with the legislative requirements of the Youth Criminal Justice Act (YCJA), a review of the current Canadian Criminal Real Time Identification Services (CCRTIS) civil screening policies and practices related to youth information has been undertaken.
The Youth Criminal Justice Act under section 119(1) defines who has the authority to access youth records. Subsection (o) provides that only Federal, provincial or municipal governments have access to youth criminal record information for the purposes of employment with or without remuneration. Access to, and disclosure of, youth information for private employment or other purposes not defined in the YCJA is prohibited.
As a result, CCRTIS will be modifying the RTID system to reject criminal record check submissions for applicants under 18 years of age for purposes other than those identified in the YCJA. Information privacy requests submitted under the application type "Privacy Act" and notification of legal name changes will continue to be allowed.
Update on mandatory electronic fingerprints
February 1, 2017. Public Services and Procurement Canada (PSPC) will launch the new mandatory electronic fingerprint requirement. Learn how this will change the personnel security screening process for those required to work on Government of Canada contracts.
Why the new criminal record check process is being implemented
The Royal Canadian Mounted Police (RCMP), the lead agency responsible for law enforcement inquiries, is retiring the name-based Criminal Record Check process. They are replacing it with a new criminal record check process. This new process uses fingerprints rather than a name to positively identify an individual. This allows the RCMP to provide accurate and timely responses to its clients.
Fingerprint screening has been used for many years to confirm identity, and it is an international best practice. It is the only definite way to determine whether an individual has a criminal record and to reduce false associations with criminality.
Validity period
Electronic fingerprint results will be valid for one year from the date the fingerprints have been taken.
Important Notice
Effective July 1, 2014, the Canadian Criminal Real Time identification services will ONLY accept electronic fingerprint submissions for civil purposes (ie., no paper fingerprints). This new process aims at improving service levels and accuracy of your screening.
Submit your fingerprints electronically and avoid delays.
*Paper submissions to the RCMP will not be processed and will be returned to the originator.
